The plastic piece is keyed and there are notches inside the perimeter of the sheet metal hole. After you remove the 3 screws the outside piece rotates very slightly till the keys line up with the notches and then it comes right out. Mucho WD40 helps. Spry it inside the wheel well too. Tap the plastic to free it up a little. Mark
