Subject:      How does the fuel filler pipe exterior mount remove?

Mount may be a bad word for this thing, but it's all I can think of to call it. I am trying to paint the right side of may van. Don't need to drop the tank, but I need to remove the plastic molded black thing that surrounds the inlet and gaskets and such, what you see around the 2WD gas cap when you are looking at it.

Bentley has nothing to say. I can't tell whether I should pry, rubber hammer from the inside or rotate.

I have already dropped the metal filler pipe and rubber gasket away, this thing is just sitting there in the body.
