Eric,

The whole license light assembly will pull down from the black plastic surround after you remove the 2 Phillips head sheet metal screws.. Assembly consists of the rubber seal, the bulb holder and the clear lens. It's likely not working due to rust. Peal the gasket back, unhook the wires and clean it all up and it'll probably fix the problem.
