That makes sense as the 2nd speed on the large fan motor setup uses all the support circuitry that high speed used on the smaller fan motor setup. That resistor value would then limit the current to what that wiring was meant to allow.

Large motor 3rd speed has an added dedicated higher current capable circuit with much larger wire.
