It's likely cavitation noise from a constricted inlet. It begins after the motor starts because of the extra voltage. If you have a square filter before the pump, change it. If you don't you can try to diagnose by drawing fuel from a coffee can (pump uses something over a liter a minute). Blowing air or solvent back into the tank outlet may push some junk off the internal screen and tell you it's really the tank that's the problem.

I don't think there's a lot you can do about the tank screen beyond replacing the tank because it's well covered up in the process of building the tank.
