I added several new circuits. The fuses do their job.    ;)

The metal shroud is ground. The positive lead somehow migrated over a
little and shorted out. Bad design AFAIK.

Fuse location of non OEM fuses I installed was basically me being
lazy. I have documented where the added fuses are located so I, or
next owner, aren't in the dark so to speak.     :)     In hindsight, I
should've done a fuse block at the Westy cabinet or elsewhere.

The comment I made was a hint to the OP. If removing stock fuses
doesn't yield a result, maybe a PO installed a new circuit and put the
fuse in an odd place?
