What year and engine?

Vanagon fuel gauges can be inaccurate. Got fuel?

Hard to start prior to this? If so, maybe needs tune up etc. ?   If not.....

As per Bruce's suggestion, check simple electrical things. Plugs,
wires to plugs, in engine bay. A spare ignition switch can easily be
swapped in for testing.

If you  can get your hands on some spray type starting fluid, remove
the rubber elbow from throttle body, hold the throttle open, shoot
some in, have someone try starting it.  If that works, you *may* have
a fuelling issue. Remember: safety first.
