Not Portland, but Miles at No Name Garage in Eugene is great! I have been taking my Vanagon's to him for years! Recently saw one of his current rebuilds on the workbench! You can see the attention to detail. Squeaky clean! He has good prices, and doesn't use cheep parts. He just tells you like it is, and I appreciate his honesty.
