Here is a plug-in adapter from China that will work with most phones with a
Bluetooth interface - $9.60 delivered to your door but expect the shipment
to take about a month.

I was wondering if I could use my old (no service) android phone with
Bluetooth for a dedicated OBD2 scan tool that I leave in the car?

converted to modern engine platforms with an ODBII port (Bostig, Subaru,
non-diesel VW I4s). It's a bit pricey, but not unreasonable if you're
interested in tracking fuel economy and possibly other engine data, and it's
much less bulky than having a laptop in the cab.
