This may seem an obvious thing to ask, but will the OP likely find it impossible to get a 1.9 with aftermarket carbs through emissions b/c the test results would be measured against the OEM emissions parameters for a 1.9 with FI ?

My '81 with engine swap (more modern FI) flies through emission tests partly b/c I can only assume they are testing it against 1981 air cooled Vanagon emission level specs.
