Use your voltmeter to find out the amount and location of the voltage
drops in the circuit, and act accordingly.  The fuse by its nature
has to drop a certain amount of voltage, or it wouldn't get hot and
fuse when needed.  But the contact from fuse to holder, holder to
wires etc. should drop as little as possible.
