Ralph,

Thanks for providing your experience. I removed the luggage rack to replace the footman loops and glue stainless steel screen underneath the drain holes. After taking time to clean the top underneath the luggage rack, I put the top back on using the existing hardware and all seemed to fit fine. A test ride will hopefully show a stable luggage rack with no flapping.
