What I have seen when deer come out onto a road with vehicles is that the deer sort of panic, run one way and then another, as if they don't know where danger is coming from. Why would it be different if one had a whistle on the car? I hit a deer some years ago. Five or six of them ran out onto the right of way. I slowed down, and they ran back into the woods. Then they came back out, three of them crossing the road in front of me, the other two running along parallel to the road. I was going quite slowly during this. The two that had not crossed the road then crossed, then recrossed. Finally, all disappeared into the woods and i accelerated toward normal speed. That's when one of them came back onto the road "out of nowhere," at least nowhere that I could see them.

In the Texas Hill Country, where deer are as thick as fleas on a coon's back, some rural folks have a special bumper on their pickups. It serves a dual purpose, opening the "bump gates," and preventing damage to the vehicle when it does hit an animal.

I have no idea really whether the whistle works.
