Since 1997, my 84 Westy 2.1 w/Auto Trans has gotten a consistent 16-18mpg, but then again when traveling it's usually loaded a little more than your average Westy while pulling a small trailer full of parts/tables/etc., when heading to a show. Mileage goes up a tick or so when driving unloaded.

Recommend checking the O2 sensor, replace if needed, as well as the Coolant ECU Sensor. Several years ago, my 1.9 ECU failed outside Adrian, TX on I-40 when coming back from Tennessee and mileage/performance plunged. Had a spare ECU, swapped it out and everything returned to normal for the rest of the trip back to So Cal.

Before Boston Bob passed away, I purchased from him the Euro-spec 1.9 ECU (025 906 021 F) that does not use the O2 sensor. A little more power, but mileage stayed the same, still running that with my stock ECU kept as a spare.
