I generally do the shrinking with a butane cigarette lighter.  Come nearby
from two or three directions until there is enough shrinkage or
melting/burning begins.  An aim-n-flame type of grill/firplace lighter is
easier on the thumb.
  If the ends really won't shrink, try some "Liquid Tape" type of product.
