Ok here is the morning report. The issue with the floppiness/floating of the wiper blade at highway speeds had to do with pressure-tension exerted from the arm against the windshield. It seems I may have bent the arm in the wrong direction.

Dick pointed that bending the arm in a concave ) form rather than convex ( would yield the result I needed. I had a duh moment when I thought about it.

So the issue is resolved.
