This Samba thread says No, but that does not mean it hasn't been done by someone, somehow, somewhere. Good luck if you find one to try. There was one in a junkyard near me for years but it is now gone and the yard closed. Body was a rusted mess but the jumpseat interior and the low-profile poptop were nearly perfect. I think the guy was dreaming to ask $2k for a junked vehicle, but that was the price he mentioned and he would NOT part it out.

I live and drive in such a windy place that the Westie top, with it's
aerodynamic 'baggage', I'd be 'paying' for the added headroom of one every
time I daily-drive. I've seen the list posts from others who've driven
the Columbia River Gorge (where I live) and had issues with their Westies
and the winds. 40+ mph is not considered especially windy and 70+ are
frequent on a 'regular' day... With prevailing winds like these, you want
your 'rig' to be as low profile as possible.
I realize there'd probably be some adjustments needed to make the fit,
but I was curious if anyone has found the rough dimensions to be workable
for a possible Vanagon conversion. The EV Westfalia tops are very slick.
