Don't know why VW mounted the ICU where it is but....

The area in front of the tail light can be subject to moisture. AFAIK, this can be one cause of ICU issues.

I realize this isn't an option for every Vanagon owner, but if the new ICU had long leads using plugs (maybe like this?):

I'd cut the OEM wires and if possible, locate the M/F plugs somewhere in the engine bay.
