Yes, it may be the horn ring as others have pointed out but another cause of that noise can come from the steering wheel rubbing on the plastic cover for the steering column. The steering column is adjustable up and down. It may have for some reason drifted down or the plastic housing has come out of place. There needs to be clearance between the bottom of the steering wheel and the top of the two pieces of the column cover.
