The measurements changed because the test conditions changed. When all 4 injector connectors are unplugged you should only ever see 12 volts on one side of each pair of pins. When one or more injector is still plugged into the harness the voltage feeds through the injector(s) to the ground side and thus when you measure at a disconnected one you will see 12 volts on both pins. That is because the still connected one is providing a path for the voltage to get to the ground side common wire. Unplug all 4 injectors first and all 4 should then measure the same.
