The bumper caps either come off the bumper separately.. or depending on how they are mounted ..the whole bumper needs to be removed from the van first.

in any case..the bumper caps usually have screws in them, under press-in caps, that hold the cap to the body of the van. Those have to be undone first, regardless of removing 'the whole bumper with caps on it' .. or just the caps first.
