If the cable is ok.....

On two speedos I took apart, each uses a magnetic drive setup to make the needle move. I'm about certain all the Vanagon speedos are the same in this respect. The magnetic wheel is connected to the cable. It spins a cup shaped pickup wheel which in turn moves the spring loaded needle (pick up wheel turns slower than the drive wheel. The magnetic relationship introduces a type of gear reduction it seems)

WAG, but maybe cold weather has an effect on these and/or other speedo parts? eg. the grease used on various parts is fairly thick.
