I'm curious what a 'locker' is.

the only commonly used vanagon term that is 'locker' is for a locking rear diff , usually on a syncro, though it's possible to build a 2WD trans with that feature.

'a locker had come loose' in the brakes..I wonder what that means .

I know what it is .. guaranteed ...it's 'a blockage or leakage of fluids or electrons."

Guaranteed - - the electrical / electronic issue.
