John, sounds like bad wiring to me. And another thought... does this have a
starter relay?
There are cases of starter relays installed in Vanagons that have been
wired for auxiliary equipment like second batteries that cause the starter
to run on when cranked. There is a known fix for it. The immediate fix is
to turn the ignition to off and remove the key from the switch.
If you suspect this could have been a problem and want to see the fix I
will scan and send it to you. It may not apply to you, but I thought I
would mention it.
In a previous starter in my 83 diesel, it would run on after starting in
really cold weather. I would have to disconnect the battery to stop it, and
then it might not do it again until the next winter. A new starter two
years ago cured the problem for good.
But it's obvious to me that your general problem is some messed up wiring.
