That looks just like the rear bumper setup I came up with but mine is steel.  I made similar mounts on both ends of the rear bumper so I can mount 2 swing aways. I mounted the tire swing on the drivers side and its removable with one bolt from the bottom. The passenger side can get whatever kind of swing away.  I used a premade pivot point that is basically a trailer wheel hub without the wheel mounting part and a short hub, it has a greasable fitting for the bearings.    I have a video of it on You tube.
