The squeaking-squealing is often from the speedometer head itself, not the
cable. Lubricant will usually quiet it. You need to make sure the lubricant
will eat the plastic parts of the speedometer.

I have lots of bike lubes around the house and usually try them first. A
waxy chain lube like something from Finish Line would likely spray on wet
and then set up once it dribbled down to the remote parts of the cable. 
Worth a try.
