POR-15 works. I've used other rust convertors.

Apply good penetrating fluid to heater box fasteners (to body). You
can kind of see the mount holes in this image:

Maybe spray thread ends on the other side behind the upper grill? A
wobble extension(s) is useful for these fasteners. IIRC, the OEM
fastener(s) are the large Phillips head type. As have many, I replaced
these with hex head bolts. One of those "hit em with a hammer" impact
drivers is handy for this and elsewhere.
