POR-15 works. I've used other rust convertors.

Maybe spray thread ends on the other side behind the upper grill? A wobble extension(s) is useful for these fasteners. IIRC, the OEM fastener(s) are the large Phillips head type. As have many, I replaced these with hex head bolts.
