Hi Stephen. Thanks for the tips and links.

I replaced the fuel pump. Using a pressure gauge and clamps, I tested running-residual pressure in the same manner as I did with the old pump.

The used replacement pump holds residual pressure engine cold, up to temp, and after it cools down for 45 min. - 1 hour. If I repeatedly bleed the fuel system at the gauge, then prime system turning key to ign. on or with my fuel relay bypass switch, system primes as normal, holds pressure, and starts normally.

AFAIK, the pump was at fault but I have no idea why it would cause a consistent residual pressure loss under certain conditions.
