You need to know exactly why the wire cooked before you can safely fix this I think. The black wire attaches to one end of fuse 12 and some part of the power goes through the fuse but not the main power that goes to the engine compartment. That important part of the power HAS NO FUSE along its path and so a short to ground causes wiring to melt, like you saw. I suspect your switch has cooked as well. My warning above is that if the short is still there and you replace the switch you might cook the wiring again and cook the new switch.
