I don't see how it would be PhysicallyPossible for a Lifter to OverCharge as they are a SelfContained FixedLength Unit
that can Compress Internally but can only achieve JustOne Max'Length ~ It is conceivable however that @Least 1 Lifter or
1 Valve PerCylinder could be stuck in the OpenPosition ~ Especially in an engine that has been Sitting for a VeryLong period
of time & Especially if the OldOil & OldGas were Not Drained&Replaced before it was Started after Sitting ThatLong ~ I would
make sure it has New Oil&Gas (& would probably use a RelativelyThin Synthetic Oil > 0w30 or 0w40) & add a can of SeaFoam
Or some MarvelMysteryOil >OrBoth< to the Oil & the Gas ~ & then ~ while CrankingIt OnTheStarter for SomeExtendedPeriods
(Being careful not to OverHeat the Starter) I would, Via a VacuumLine, allow a can of SeaFoam to be Ingested Directly into the
IntakeManifold ~ Then CrossMyFingers ~
