Simplest test: Unplug the connector just beneath the faucet in the lower cabinet and jumper the two leads in the part leading back to the pump. I used a short wires with spade connectors crimped on but a bent paper clip would likely suffice. You just want contact. If the pump runs then the contact or switch mechanism in the faucet is to blame. Mine did this and a new Shurflo from GoWesty fixed it. I might have been able to repair the other but decided not to bother.
