Most likely it's a out-of-round drum, new. Mark the drum at the spot that rubs, then index the drum on the hub and see if the spot moves or not. Another possibility is a bent stub axle, but probably not the hub.

After getting my new drums turned (by poor machinists apparently) multiple times, swapping and measuring axles and hub runout, etc., I threw in the towel and converted to rear disc. All better!
