I've seen this caused by several things..
some you wouldn't expect even.
usual suspects are out of round drum'/s,
rotors with excessive runnout or varying thickness ,
and those sorts of 'brake' things.'
but also ..
a tread desperation failure in a tire,
or out of round or dented wheel rim.
also ..
uneven friction surface on drum or disc ...
so it's grab'/ not grab so well/ grab well again , etc.
try to isolate it to front or rear to start with.
it's easy to check tires/wheels for roundness ...
just a quick jack-up one corner at a time.
the brake that drags 15 % of the way around..
I'd look at that one very carefully.
I have talked to professional brake techs that ...
'never ever turn any disc or drum' ......intall new usualy..
or ..
turn ever single disc or drum whether good used or brand new in the box.
and even THEN ....smooth even function brake function is not guaranteed
100 % of the time.
