If you suspect the ISV module, check condition of connections to it. They may only need a cleaning. Those female spade connectors provide quite a strong grip to the male spade. Since that part can see moisture, I suspect these connectors are made that way for good reason. That said, they can slip out (get pushed out) of the plastic connector housing when removing, installing the ISV module.

There are methods and specs shown in Bentley for testing the IS system. mA measurements when loads (AC, PS etc.) are put on the engine etc. AFAIK, with that system disconnected, the engine should still idle fine when none of those loads are put on it.

FWIW, first thing I'd look for is a vacuum leak(s).
