does the idle switch make contact at idle ?
does it click when you just barely open the throttle by hand, at the
engine, ( engine off  ) ? It should.
if it doesn't do that, it's likely not making contact.  I've probably
done that repair at least 100 times on waterboxer vanagons with the
swtich on the bottom of the throttle body.

'most' on 2.1's don't after this many years of operation.
I'd venture to say upwards of half of 2.1's ( and 85 1.9's with the
later style 'underneath' throttle switch are not making contact at idle.
