Mike, the only real sure way to figure this out is to borrow a known good ICU and ICV and swap them in. Are you sure that the throttle body switch is adjusted properly and working ? Also, check ALL the vacuum lines are attached, a leak could cause this. If you find you need an ICU, I have in stock, rebuilt from Van Cafe, see here: <http://www.frankcondelli.com/staging1/store/index.php?route=product/product&path=61_88_90&product_id=1094>
