Exactly.  The actual blinking is accomplished by the LED itself; but
the driver circuit inside the gauge times out when that cap reaches a
certain percentage of full charge.  When the cap gets leaky it takes
longer and longer to time out, and leakage across the circuit board
becomes a factor.
