They won't have come in through Canada - we never got any TDI T4s up here, and 1997 is about when our government cracked down on grey market imports. Unless - the 1997 was imported to Canada in 2012, once it had turned 15 years old. (We can import grey market vehicles once they turn 15.) But to do that with a 1999, it could have only come to Canada in the last 9 months.
