If the fuel pressure regulator diaphragm is broken, it's possible fuel could be leaking past the diaphragm.

With regulator removed, shake it to see if any fuel is in it, maybe let it dry out for a while? If no fuel is present, gently mouth suck-push on the vacuum nipple. If you can pull air through, the diaphragm in the regulator is most likely broken.

Then again, someone may have disconnected the vacuum hose to regulator in an attempt to solve other running issues. OR, the hose became disconnected and other parts on the engine were adjusted to unknowingly accommodate this.
