Yes that tire is rated for 1521 pounds. Note that it only reaches that capacity at the max inflation of 50 psi. The limiting factor for this type of tire is heat buildup. This size is often known as a "floatation" size. Side by side comparisons this tire will match real close to a 215/70-14 which will usually have a load index of 96, 1554 pounds. You do need to consider de-rating however the 215/70 tire reaches the full load rating at 35psi and anything above that is for handling and rolling resistance. The 250/70-14XL load index of 98 (1653 pounds), reaches full load capacity at 36 psi. And again going above that is for handling and rolling resistance.
