The starter is comprised of 2 main parts, a solenoid actuator and a
powerful motor. The 2 parts get power from 2 very different wiring
paths. The solenoid actuator coil gets power from the key switch when in
start position. The motor switch part gets its power via a large cable
to the battery. Since he is hearing the clicking of the actuator, we
know he is getting that power from the key switch. Since the motor isn't
turning one explanation is that someone left the large power cable to
the battery off of the starter post.
Since the engine and tranny were just put back in that makes an
overlooked battery cable at the starter post a very plausible scenario.
Also, the alternator to battery power connection is through the same
post on the starter. If the main battery cable is left off the starter
the alternator won't have a battery connection either.
