Whenever in Oregon I always open and close the gas cap myself. No attendant has ever refused to allow that. I also ran into self service in Oregon, though I was not allowed to use it. There was (at least in 2012) a chain of stations where members of the public could pay a small amount of money to buy a "share" of the company. Then they were allowed to fill their own tanks at those stations. In fact, there wasn't even an employee present at the station. The pump was unlocked with a code. I don't know if these stations are still operating. -- David McNeely
