What an easy fix.  One side (passenger) was clear and I thought I was in trouble.  Then I checked the drivers side and the hose was clogged with debris.  A lot of debris.  Cleaned it out with some help from a small screwdriver and now no more rain inside.  Hooray!  The toughest part of this job was finding a new sheet metal screw to replace the one that ended up in the grass :-).  Is there any reason that nipple/valve is there?  The clean side one was in pretty tough shape, torn somewhat down one side.  In retrospect, maybe that's why it was the clean one.

My advice is the same, but I'd call them nipples--like from
a Binky.
