Part of that problem is the linear return spring is weak.

I've been working a a idle problem with my 1985 1.9L for some time.

I was looking at the throttle body and noticed that a lever above the accelerator lever, the one that's attached to a long spring stretching across almost to the distributor, just seems to stay at whatever position I move it to. What is the function of this lever and could it contribute to idle problems?
