Yes. Serious rust it seems. The (likely) significant hole at front pillar, prompted my "unsafe?" comment.

My guess is that someone wanted to do as you suggest. Make a complete Westy. But as you know, that's a fair amount of work and not for the faint hearted. Then again, it seems there's ways to install a pop top in a passenger Vanagon without being too invasive or taking on too much. Mark Drillock has posted on thesamba about this:

If I had the space, the drivelines were ok, decent amount of new parts on either, I'd come in with a low ball offer for both. At worst, fix up the passenger Vanagon and part out the rusty Westy.
