I use it that way, and ........... In an application like that I regard more as a primer. for example, I sanded and painted the lightly rusted top on a chevy pick-up. Within a year or so the Zero Rust paint kinda 'wasn't there' much. But with a top coat of a good enamel or whatever I'm sure it would have been fine.
