Larry is right. I think there are a couple pre-made products out there to overcome this voltage drop so common to vanagons(?)    It never hurts to check/cleanup/renew your grounds.  Without proper voltage you could get a short life out of even the most expensive starters. I am sure there are hundred of vanagons on the road with parts counter starters.    Paul Again - make sure you are getting your reading at the starter while under load (cranking).
