Check the bulb for open circuit with your meter. Continuity never lies and you don't have to deal with the optical distortion created by that little quartz envelope. Hurray for stereo scopes in general, though. I treasure mine and built an industrial-type stand for it using drill press parts.

If you're only getting ten volts on an unloaded socket, chances are you've got a bad contact, the voltmeter puts only a tiny load so it would have to be pretty bad contact to drag it down like that. The inside light is powered off the driver's door light.
