I just encountered this on a '91 I'm working on. One of the windows wiggled around too much, fore and aft. When I looked at the other side I saw the pad. To me it looked like hard slick plastic, not felt, so I replaced the missing one with a stick-on furniture glider of that type of material. I hope it stays stuck.
