So I found a decent wrecking yard in reedsport Oregon. No Vanagons but several mk3 vws. Scavenged a charcoal filter off a 94 Jetta. Part number 171 201 813 it appears this pat was used on Fox and other vws. It looks similar to the vanagon part and I can blow air through it. also got lucky in finding the Jetta blue EVAP purge control valve. I doubt the valve was the issue but they are an NLA part or at least very expensive new. That and part of the wiring harness, the coveted 19 (aka 99) relay, and a few other parts for $60.

When possible will install the new filter. So far though, I have seen no more evidence of vacuum at the fuel tank, but then I've been mostly at sea level and ambient temps aren't very high. Like low 80s.
